HHS Announces $40 Million CHIPRA Outreach and Enrollment
Grant Opportunity


Yesterday (July 6), the US Department of Health and Human Services (HHS) announced the availability of up to $40 million in Children's Health Insurance Program Reauthorization Act (CHIPRA) outreach and enrollment grants. These grants will be awarded to recipients - including states, local governments, Indian tribes or tribal consortiums, federal health safety net organizations, non-profit organizations, faith-based groups, schools and others - who can provide demonstrated ability to identify and provide outreach, enrollment, and program retention to eligible but unenrolled children in Medicaid and CHIP programs. AAP chapters are eligible to apply for this grant funding.

This is the first cycle of such funding authorized by CHIPRA, and will cover the budget period of September 30, 2009 - September 29, 2011. Announced just yesterday, there is a very tight time line for applicants to apply for this grant funding. AAP chapters interested in applying - or joining states, other advocates, or coalitions in doing so - have until July 27, 2009 to inform HHS of an intent to apply, August 6, 2009 to file an electronic grant application, and August 10, 2009 to mail hard copies and a CD of grant proposal materials to HHS. Award recipients will be announced prior to September 30, 2009.

HHS indicates that award priority will be given to entities that:

* Propose to target geographic areas with high rates of eligible but unenrolled children
* Submit evidence that the entity has access to and credibility with ethnic or low-income populations in communities targeted for outreach/enrollment
* Have the ability to address barriers to enrollment
* Provide specific quality or outcome performance measures to evaluate the effectiveness of activities.

Non-state applicants are required to include an intent to develop a Memorandum of Understanding (MOU) with state Medicaid and CHIP agencies for purposes of data collection or other plans to demonstrate enrollment or retention results, as well as a letter of support from the state. Chapters are encouraged to review the entire grant announcement and application materals for further requirements.

Grant awards will be a minimum of $25,000, with a maximum of $1 million, averaging around $200,000, and HHS anticipates making 200 such grant awards in total. It is likely that many states and advocacy groups will be applying for this grant funding, so chapters are encouraged to investigate state Medicaid and CHIP programs and other advocates application plans to determine if there are opportunities for collaboration.
